On 02 June 2026, the Ministry of Economy, Environment and Agriculture of Ukraine published the Draft Law of Ukraine “On General Safety of Non-Food Products,” which proposes the implementation of the provisions of Regulation (EU) 2023/988.
The main changes concern new approaches to product control, the liability of market participants, and the operation of online platforms.
In particular, the Draft Law provides for:
- defining clear responsibilities for manufacturers, importers, distributors, and business entities of online markets regarding ensuring the safety of non-food products;
- establishing a national digital portal for non-food product safety;
- introducing liability for business entities for violating product safety requirements;
- establishing an effective product traceability system at all stages of its circulation, allowing for the prompt withdrawal of unsafe goods from circulation.
