Draft of the New Customs Code of Ukraine Registered

On 03 June 2026, Draft Law No. 15295 – the draft of the new Customs Code of Ukraine – was registered in the Verkhovna Rada of Ukraine. The Draft Law is primarily aimed at synchronizing customs procedures with the rules of the European Union.

Since a significant part of the changes has already been implemented within previous European integration reforms, the new Customs Code will not differ significantly from the current one in its content.

At the same time, the document provides for the following innovations:

  • a complete transition to EU customs terminology, the introduction of European customs procedures, and a European approach to declaration, customs debt, guarantees, and duty exemptions;
  • updating the system of customs authorizations and simplifications (in particular, the status of authorized economic operators), whereas previously issued unlimited authorizations will continue to be valid, and fixed-term ones will be valid until their expiration;
  • broader use of electronic declaration and a gradual phase-out of paper document flow.
