Special status for Polish citizens - draft bill

11.07.2022 President of Ukraine V.O. Zelenskyy submitted to the parliament draft of the bill No.
7550 concerning the establishment of special legal and social guarantees for citizens of Poland
residing in the territory of Ukraine.

The draft of the bill provides, in particular, that Polish citizens will be able to:

  1. stay legally on the territory of Ukraine for 18 months from the date of entry into force of the draft law without additional formalities (this provision also applies equally to spouses of Polish citizens and their children born in Ukraine),
  2. get the taxpayer’s registration card in Ukraine,
  3. get a job without a permit to use the labor of foreigners and stateless persons, as well as issue a temporary residence permit in Ukraine on the basis of a concluded employment contract (contract) for the duration of such contract (contract), but no more than three years
  4. to be employed in the positions of scientific and pedagogical workers in Ukraine under the conditions applicable to citizens of Ukraine,
  5. carry out activities in health care institutions of Ukraine with the qualifications of a doctor, nurse, obstetrician within 18 months,
  6. receive social protection in case of incapacity for work, unemployment, loss of a breadwinner,receive social benefits and medical care under the conditions applicable to citizens of Ukraine,
  7. get an education, in particular, at the expense of the state and local budgets of Ukraine.

We will remind: on the 12 of March 2022, the Bill on assistance to citizens of Ukraine in connection
with the armed conflict on the territory of this country was adopted in Poland, which equates
Ukrainian citizens with Polish citizens in terms of rights in the field of employment, economic activity,
education, medical care, etc.
