Changes to Sanitary and Phytosanitary Regulations

On 09 March 2026, Draft Law No. 15058 was registered with the Verkhovna Rada of Ukraine, and on 17 March 2026, an alternative Draft Law No. 15058-1 was registered.

Both documents are aimed at comprehensively reforming the system of sanitary and phytosanitary regulation in Ukraine and provide for the implementation of over 20 European Union regulations.

Key changes include:

  • market operators will be permitted to market and use novel foods, health claims and flavourings, provided they have already been authorised (deemed safe) in the EU;
  • state control over imported materials and articles intended to come into contact with foodstuffs is being strengthened;
  • requirements are being established regarding the monitoring of cases where the maximum permissible level of undesirable substances in feed is exceeded, the participation of market operators in investigations, and the introduction of appropriate state control measures;
  • the European classification of animal diseases (categories A–E) is being introduced, quarantine rules are being updated, and strict veterinary and sanitary measures are being implemented;
  • procedures for ensuring traceability at all stages of the circulation of GMOs and genetically modified products are improved, as are labelling requirements for the placing of such products on the market.

In addition, it is proposed to clarify and harmonise terminology in line with EU legislation and to remove technical and legal inconsistencies.
