Disclosure of Universal Unique Transaction Identifiers

On 01 April 2026, Resolution No. 130 dated 25 October 2025 of the Board of the National Bank of Ukraine, which aims to enhance transparency and traceability of payments within the Electronic Payment System (EPS), will come into force.

Under this Resolution, all EPS participants (banks and non-bank payment service providers) will be required to inform their customers of the UETR (Unique End-to-End Transaction Reference) – a unique identifier assigned to each payment transaction that allows it to be tracked at every stage of the process.

In particular, EPS participants will be required to notify:

  • the payer of the successful execution of a payment via the EPS, providing the UETR, as well as of the rejection of the payment by another bank or by the system itself, stating the reason for such rejection and the UETR;
  • the payee of the funds regarding the crediting of funds received via the EPS and provide the UETR for the relevant transaction.

For businesses, this will significantly simplify payment monitoring, particularly in cases of delays or errors. It will be possible to identify problematic transactions more quickly and clarify their status using the unique identifier.
