Updates to Operating Rules for “Arkan” System at Border

On 12 March 2026, the Cabinet of Ministers of Ukraine adopted Resolution No. 315, updating the operating procedures for the “Arkan” system at the border.

First and foremost, the changes relate to enhanced cyber security and new requirements for data handling, particularly regarding goods crossing the state border.

One of the key changes is the mandatory security authorisation procedure for accessing and processing such information.

In accordance with the Resolution, such authorisation is carried out to determine whether the “Arkan” system can operate, taking into account its compliance with legislative requirements, national standards and regulatory documents in the fields of technical and cryptographic information protection and cyber security.
