New Conditions for Receiving Microgrants under the 'Vlasna Sprava' Program

On October 29, 2025, the Cabinet of Ministers of Ukraine adopted Resolution No. 1401 amending the Procedure for granting microgrants for starting or developing a private business. This was reported by the Ministry of Economy press service.

The document provides for increased funding for those planning to start their own business, within the framework of modernizing the state entrepreneurship support program ‘Vlasna Sprava’.

The established amounts for microgrants

  • 100 thousand UAH – with no job creation requirement;
  • 200 thousand UAH – for one job created;
  • 350 thousand UAH – for two jobs created (an increase compared to the previous 300 thousand UAH);
  • 200 thousand UAH – for youth aged 18-25.

Employment Centers will provide mentoring support to this category of young entrepreneurs who are just starting their own business.

In addition, the updated rules provide an opportunity to receive an additional one-time microgrant for entrepreneurs who already have a business, are registered as Individual Entrepreneurs, have paid taxes and USC (Unified Social Contribution) equal to the amount of the previously received microgrant, and have created jobs.

Support for Military Personnel and Their Families

Support for military personnel and their families has been expanded It provides for the possibility of suspending grant obligations in case of mobilization or captivity of the recipient, as well as clarification of rules for the return of unused funds. Furthermore, the circle of recipients has been expanded: parents and adult children of combat participants are now included in the list of persons who can receive a grant. The maximum grant amount for family members of deceased (missing) or fallen defenders has also been increased to 1 million UAH (was 500 thousand UAH), provided four jobs are created.

Grants can be obtained by those who have been registered as an Individual Entrepreneur for at least 12 months prior to submitting the grant application. Another bank has joined the list of authorized banks. Grant accounts can now be opened at PrivatBank, Oschadbank, or Sense Bank.

The changes are aimed at supporting entrepreneurship, job creation, ensuring business stability during wartime, and supporting socially important categories of citizens.
