Conclusion of Employment Contracts Online

October 28, 2025 Draft Law No. 14141 was registered in the Verkhovna Rada on amendments to the Code Labor Laws of Ukraine regarding electronic document management in employment.

The Draft Law proposes to allow employment contracts to be formalized in electronic form. This is intended to modernize labor relations, making the employment process simpler, faster, and fully digital.

The necessity of making amendments is due to the fact that millions of citizens are forced to work remotely or are abroad, and the requirement for physical presence to submit a passport during employment creates obstacles to the exercise of the constitutional right to work.

Key amendments to Article 24 of the Code of Labor Laws of Ukraine (CLL) provide for:

  • Identification (authentication) of the employee’s identity shall be carried out by signing the employment contract with a qualified or advanced electronic signature (QES);
  • When concluding an employment contract in electronic form, the submission of identification documents in paper form shall not be required;
  • The parties may agree on the creation, transmission, and storage of the person’s data and documents regarding labor relations between the employer and the employee, with their consent and in compliance with the Laws of Ukraine “On Electronic Documents and Electronic Document Flow” and “On Electronic Identification and Electronic Trust Services”;
  • Employee identification via QES will occur after the person undergoes a high-level trust identification procedure in accordance with the requirements of current legislation.

The changes are aimed at ensuring the exercise of the constitutional right to work, creating legal conditions for concluding contracts online, and ensuring stable and predictable conditions for remote work.
