Priority Border Crossing for Goods Requiring Special Storage

On 03 March 2026, the Ministry of Economy, Environment and Agriculture of Ukraine published a Draft Order “On Approval of the List of Agricultural Products with Limited Shelf Life and the List of Products Requiring Special Storage Conditions”.

The Draft Order was developed in accordance with Resolution No. 1411 of the Cabinet of Ministers dated 05 December 2024, which introduces a two-year pilot project to streamline truck queues at the border.

In accordance with the rules of the “Electronic Border Crossing Queue” system, trucks carrying goods from the approved lists, information about which is entered into customs databases, will receive priority status upon arrival at checkpoints, which should significantly reduce logistical losses for businesses due to damage to goods during downtime.

The Draft proposes to approve two separate lists of products:

  • agricultural products with a limited shelf life: live animals and fresh fish, fresh and chilled meat, certain dairy products and eggs, as well as cut flowers, fresh vegetables and fruits, fresh bakery products, sausages and yeast.
  • products that require special storage conditions (special temperature conditions): frozen meat and fish, frozen vegetables and fruit, vegetable oils, ready-made canned meat and fish, chocolate, sugar confectionery and pasta, juices, ice cream, soft drinks, as well as sensitive pharmaceutical products (blood, immune serums, vaccines and medicines).

The introduction of these lists is expected to reduce logistical losses for businesses caused by spoilage of goods during prolonged waiting times at the border.
