On 18 February 2026, the Cabinet of Ministers of Ukraine adopted a Resolution “On the Implementation of a Pilot Project for the Submission and Publication of Information (Reports) on Tobacco Product Ingredients and Emissions in Electronic Form.”
In accordance with this Resolution, manufacturers and importers of tobacco and herbal smoking products will submit reports on ingredients and emissions exclusively in electronic format through the eTobacco system.
In particular, the system must ensure:
- centralised collection and storage of data;
- automatic publication of information on the portal of the State Service of Ukraine for Food Safety and Consumer Protection, except for confidential information, access to which is restricted by the manufacturer or importer in accordance with the law);
- consumer access to information about product composition;
- modern analytics for state control.
The resolution establishes a transition period. The first reports shall be submitted within three months after the publication of information on the commissioning of the e-Tobacco system on the official web portal of the State Service of Ukraine for Food Safety and Consumer Protection, and subsequent reports will be submitted in accordance with the reporting procedure provided for in Article 11-1 of the Law of Ukraine “On Measures to Prevent and Reduce the Use of Tobacco Products and Their Harmful Effects on Public Health,” established by the Ministry of Health of Ukraine.
