Ukrainian Electronic Signatures Granted Legal Validity in Latvia

From 2026, Ukrainian electronic signatures included in the European Commission’s Trusted List of Third Countries will be treated as equivalent to handwritten signatures in Latvia, according to the press service of the Ministry of Digital Transformation.

This decision aims to simplify interaction between Ukrainian citizens, businesses, and Latvian public authorities, while also allowing Ukrainian citizens and representatives of Ukrainian companies to use Latvia’s digital services without the need for personal visits or paper-based documentation.

In particular, it is now possible to:

  • sign electronic documents with banks (agreements, invoices, acts) with full legal validity;
  • submit applications for state and municipal services in Latvia;
  • conclude contracts with Latvian partners remotely for conducting business.

To interact with Latvian institutions and businesses, users may utilize Diia.Signature-EU or other Ukrainian electronic signatures that comply with European Union standards.

This decision became possible due to cooperation between the Ministry of Digital Transformation of Ukraine and the Ministry of Smart Administration and Regional Development of Latvia (VARAM).
