Draft Law on Out-Of-Court Resolution of Consumer Disputes

On 26 March 2026, the Cabinet of Ministers of Ukraine submitted to the Verkhovna Rada of Ukraine Draft Law No. 15100 “On Out-of-Court Resolution of Consumer Disputes”.

The Draft Law is aimed at introducing a system of out-of-court dispute resolution between consumers and business entities, as well as implementing the provisions of Directive 2013/11/EU into national legislation.

The document provides for the following key changes:

  • the introduction of out-of-court consumer dispute resolution bodies;
  • the establishment of dispute resolution procedures as an alternative to judicial protection;
  • the abolition of the unconditional right to exchange goods of proper quality within 14 days for offline purchases;
  • the extension of the maximum period for warranty repair or replacement of goods to 30 days;
  • the introduction of an obligation to refund payments using the same method as the original payment.
