Updated Rules for Maintaining Customs Registers

On 19 November 2025 the Cabinet of Ministers of Ukraine adopted Resolution No. 1478 regarding the increase of transparency of customs procedures and strengthening the effectiveness of control at the border.

The main goal of the adopted changes is to make customs more transparent and convenient for business by updating open data, clarifying control procedures, and harmonizing legal norms.

Key changes introduced by the resolution

  • The mechanism for the creation and maintenance of the register of central and regional sorting stations has been approved;
  • The list of open data sets managed by the State Customs Service has been updated;
  • Procedures for photo and video recording during customs control have been clarified;
  • The list of goods subject to official control upon importation into the customs territory of Ukraine has been updated.

Regarding the Register of Sorting Stations

A separate Procedure for the creation and maintenance of the register of central (regional) sorting stations has been approved. The Register is created and maintained in electronic form. The holder and administrator are the State Customs Service (DMS). Information from the Register will be freely and gratuitously available on the official DMS website and in the form of open data on the Unified State Web Portal. The procedure for maintaining the Register is carried out in electronic form using the “Trembita” interaction system and the functional systems of the Unified Automated Information System of Customs Authorities.

Clarification of Customs Control and Recording

  • it is clarified that the photo and video recording of customs control measures for vehicles crossing the state border is carried out after they leave the channel (instead of “from the moment of their arrival at the channel”);
  • the list of goods subject to official control measures (veterinary and sanitary and state control over compliance with food/feed legislation) upon importation into Ukraine has been updated and clarified. Specifically, positions regarding live fish (for breeding/for consumption), provitamins and vitamins (as feed/dietary supplements), immunological products, and diagnostic reagents in veterinary medicine and animal husbandry have been detailed;
  • it is established that for certain goods subject to official control, the electronic file must contain a decision from the authorized body granting permission for the passage/release of the goods.
