New Edition of ARMA Regulation

On 13 November 2025 the Cabinet of Ministers of Ukraine adopted Resolution No. 1467 regarding the approval of the new edition of the Regulation on the National Agency of Ukraine for Identification, Tracing and Management of Assets Derived from Corruption and Other Crimes (ARMA).

According to the Regulation, ARMA is a central executive body with a special status, accountable to the Verkhovna Rada and responsible to the Cabinet of Ministers.

The main tasks of the Agency are:

  • Formulation and implementation of state policy in the field of:
    • identification and tracing of assets subject to seizure (in criminal proceedings or in cases concerning the recognition of assets as unsubstantiated and their recovery in state revenue);
    • management of assets that are seized or confiscated or recovered by court decision into state revenue;
  • Formation and maintenance of the Unified State Register of Assets seized in criminal proceedings;
  • International cooperation with competent foreign authorities and international organizations;
  • Participation in ensuring the representation of the rights and interests of Ukraine in cases related to the recovery of assets derived from corruption and other criminal offenses.

To ensure the performance of its assigned tasks, ARMA is endowed with broad rights, including:

  • requesting and receiving information, documents, and materials free of charge from state bodies, enterprises, and organizations;
  • gaining access to registries and databases, including the Unified Register of Pre-trial Investigations;
  • obtaining unhindered access for authorized ARMA personnel to the premises of state bodies and to assets transferred for management;
  • obtaining, processing, and exchanging information concerning natural and legal persons, including banks and financial institutions.

ARMA is headed by the Head, who is appointed by the Government upon the submission of the Prime Minister, made on the proposal of the competition commission for the selection of the candidate for the position of ARMA Head, in the manner determined by the Law of Ukraine “On ARMA”.
