Technical Regulation on Requirements for Alternative Fuels

On 19 November 2025 The Cabinet of Ministers of Ukraine Resolution No. 1482 approved the Technical Regulation on Requirements for Alternative Motor Fuels, which establishes strict standards for the production, quality, labeling, and conformity assessment procedures of biofuels on the market.

This document, developed taking into account key European Union Directives (including Directive (EU) 2018/2001 on the promotion of the use of energy from renewable sources), aims to stimulate the use of biocomponents and ensure the environmental and technical safety of fuels supplied to the Ukrainian market.

Scope of Application

  • motor fuel (automotive gasoline) with a biocomponent volume fraction of more than 10% and not more than 50%:
  • motor fuel (diesel fuel) with a volume fraction of methyl and/or ethyl esters of fatty acids of more than 7% and not more than 30%.

The Regulation does not apply to fuels produced and supplied to the market for:

  • inclusion in the composition of minimum stocks of oil and petroleum products or in the material assets of the state material reserve and mobilization reserve;
  • meeting the needs of the security and defense forces of Ukraine;
  • consumption by producers for their own production and technological needs, which are not sold through the retail network of gas stations .

Classification (Types of Fuels)

  • for gasoline engines (by bioethanol content): E20 (over 10% to 20%), E30 (over 20% to 30%), E40 (over 30% to 40%), E50 (over 40% to 50%);
  • for diesel engines (by ester content): B10 (over 7% to 10%), B20 (over 10% to 20%), B30 (over 20% to 30%);

Each batch of fuel supplied to the Ukrainian market must be accompanied by a quality passport, which includes, among other things: fuel designation, manufacturer’s name, actual quality indicators, data on additives and maximum storage period. Retail trade entities are obliged to place the fuel designation on fuel-dispensing equipment, information stands, and boards.

The Technical Regulation also clearly defines when, who, and how the conformity assessment of fuel is conducted.

The changes are aimed at stimulating the use of renewable energy sources, creating clear safety standards, and ensuring stable and predictable conditions for the functioning of the biofuel market.
