Investors can sale generated green electricity at auctions

Investors can sale generated green electricity at auctions: a single coordinated draft law on the implementation of auctions in the renewable electric power industry of Ukraine was approved at the meeting of the Committee on Fuel and Energy Complex, Nuclear Policy and Nuclear Safety. The  Parliament is recommended to adopt it in the first reading.

Together with people’s deputies and market players, a position has been formed regarding the main provisions for the implementation of auctions since 2020.

In particular, it is envisaged to provide investors with the opportunity to conclude an agreement for the sale of the generated “green” electricity at an auction price for a period of  20 years.

Various companies will be able to participate in the auctions, regardless,  the installed capacity of the facility and the source of “clean” energy.

At the same time,  the participation will be mandatory for projects:

(a) since 2020 – the SES is more than 10 MW and the WPP is more than 20 MW;

(b) from 2021 to 2022 years – SES is more than 5 MW and WPP is more than 20 MW;

(c) since 2023 – SES is more than 1 MW and WPP is more than 3 MW.

Bidders must have proof of ownership of the land and an agreement on connection to the electricity network.

Auctions are planned to be held twice a year in the ProZorro electronic public procurement system.

In addition, it is proposed to establish quotas annually for 5 years.

Considering the bill, members of the VRU TEK Committee also drew attention to the need to optimize “green” tariffs and the issue of transparency of connecting renewable energy facilities to the networks.
