Ukraine is implementing new international classification of goods

On 15 November 2017 the Cabinet of Ministers of Ukraine upheld the draft law on the new international classification of goods for the payment of customs tariffs (draft Law “On the Customs Tariff of Ukraine”).

The document does not change the import duty rate for goods, but only brings the legislation of Ukraine in compliance with the international law, in particular, by creating the Customs Tariff of Ukraine. Such Tariff is based on a new version of the Ukrainian Classification of Goods of Foreign Economic Activities (UCGFEA) which in  turn is based on the Harmonized Commodity Description and Coding System 2017 (HS-2017) and the Combined Nomenclature of the European Union (CN EN).

The Harmonized Commodity Description and Coding System (HS) is used in 207 countries aiming at carrying out a uniform classification of goods for establishment of customs tariffs, implementation of non-tariff regulatory measures and collection of foreign trade statistics.

Currently the customs tariff of Ukraine is based on the HS of 2012, while most countries already use the HS of 2017. The draft law eliminates this problem, since it is based on the HS 2017, which introduces codes for new types of goods and cancels codes for those that are not in use anymore. The introduction of HS 2017 is also expected from Ukraine by the WTO
