The Strategy of the State Environmental Policy up to 2030 Adopted

The Verkhovna Rada has defined the Basic Principles (Strategy) of the State Environmental Policy of Ukraine for the period up to 2030.

The corresponding Law (draft No. 8328) was adopted on February 28.

The Law revises the main strategic objectives of the state environmental policy, based on the causes of the environmental problems of Ukraine and the financial possibilitiesfor solving them.

The goals and objectives are aimed at the elimination of the causes of negative phenomena, and not their consequences:

Goal 1. Formation of ecological values and principles of sustainable (rational) consumption and production in the society, which includes 5 strategic objectives.

Goal 2. Ensuring the sustainable development of the natural resource potential of Ukraine, which includes 16 strategic objectives.

Goal 3. Ensuring the integration of environmental policy in the decision-making process on the socio-economic development of Ukraine, which includes 7 strategic objectives.

Goal 4. Reducing environmental risks for ecosystems and public health to a socially acceptable level (11 strategic objectives).

Goal 5. Improvement and development of the state system of environmental management (12 strategic objectives).

A new list of indicators / figures was proposed (32 against 74), for which the target values for the basic year of 2015 and the forecast for 2020, 2025 and 2030 were determined.

In general, the Strategy is aimed at the energy saving and energy efficiency, increasing the production of clean energy, introducing the best available low-carbon, resource-saving production technologies, as well as modern building technologies for heat and energy saving, which will significantly reduce the emissions of greenhouse gases and pollutants into the atmospheric air as well as the discharge of pollutants into water bodies.

The problem of the accumulation of solid household waste will be solved by minimizing their generation, ensuring maximum use of resource-containing waste and building powerful complexes for hazardous waste disposal.

In addition, the introduction of integrated water resources management will significantly improve the ecological status of water bodies and watercourses.
