October 22, 2025 The Cabinet of Ministers of Ukraine adopted the Procedure for the creation and maintenance of the Register of websites addresses of licensees, that carry out the sale of excise goods through electronic commerce, the press service of the Ministry of Finance reported.
The Register will cover the online sale of beer (except non-alcoholic), alcoholic and low-alcohol beverages, tobacco products, electronic cigarettes, liquids used in electronic cigarettes, and devices for consuming tobacco products without combustion.
According to the Ministry of Finance, the introduction of the Register is aimed at creating a transparent control mechanism for online sales and will allow:
- Protecting consumers from illegal and counterfeit products;
- Creating level and transparent conditions for conducting business for legal licensees;
- Strengthening state control in the field of electronic commerce of excise goods.
According to the government’s decision, the register will become a single state open data base with a list of websites of legal online sellers of excise goods. It will contain information on business entities that have obtained the relevant license, the website address, as well as the date of issue and validity period of the license.
The State Tax Service of Ukraine (STS) will administer this Register, and information from it will be available to citizens on the official portal of the STS of Ukraine. This ensures transparency and the possibility of public control.
