The customs procedures were simplified by introducing a "single window", but the President "vetoed" the law

The customs procedures were simplified – people’s deputies supported in the second reading and on the whole, a draft law that provides for reducing the time spent by businesses on the registration of goods through a one-time submission by the enterprise of a unified set of information through a “single window” at customs.

The corresponding Law “On Amendments to the Customs Code of Ukraine and some other laws of Ukraine regarding the introduction of the Single Window mechanism and optimization of the implementation of control procedures for the movement of goods across the customs border of Ukraine” (draft No. 7010) was adopted on July 5.

The law improves the conditions for conducting foreign trade activities, shortens the time for export-import operations and improves the investment attractiveness of Ukraine.

In particular, amendments are made to the Customs Code regarding the definition of the “single window” mechanism and the order of its implementation. In particular, it is proposed to use a single state information web portal “Single Window for International Trade” for interaction between declarants and customs’ authorities.

In addition, the project provides for the removal of unreasonable obstacles to the export of Ukrainian goods, as well as ensure a reduction in the number of controlling bodies at the border due to:

 the imposition of duties on customs officials on verification of permits, which are currently verified by officials of the State Environmental Inspection;

 assigning officials of the State Border Guard Service to verify the level of radioactive contamination of vehicles and goods imported into the customs territory of Ukraine, which are currently carried out by the State Environmental Inspection;

 the abolition of sanitary and epidemiological control of goods transported across the customs border, which, to date, is actually reduced to obtaining a “conclusion”. At the same time, sanitary and epidemiological surveillance is carried out in the customs territory after the customs clearance of goods imported into the customs territory of Ukraine.

However, the President vetoed the law and returned them to Verkhovna Rada with proposals. In particular, it was noted that the President can not support the provisions according to which special wagons for the transportation of grain are attributed to machinery and equipment for the agro industrial complex, for which agricultural producers are provided with state support.

The President believes that the state-sponsored state support for partial reimbursement of the cost of purchasing special wagons for grain transportation is unfair to the majority of agricultural producers, since large state agricultural enterprises can claim such state support.

Consequently, the head of state proposed to exclude these items from the law.
