Continuation Of The Restriction On Bank Transfers

On 01 April 2025, the prohibition on card transfers exceeding UAH 150 thousand per month, which was provided for by the NBU Board Resolution No. 102 dated 27 August 2024, was lifted.

The restriction was temporary in nature and remained effective from 1 October 2024 to 31 March 2025. Therefore, as the NBU has not adopted any additional decision extending this prohibition, it is no longer formally applicable.

However, it should be noted that such limits were set not only by the National Bank of Ukraine, but also by the majority of Ukrainian banks.

Thus, from 01 February 2025, restrictions on bank transfers and new rules for controlling banking transactions, established by the Memorandum on Transparency in Payment Services Market, which as of 01 April 2025 was signed by 52 banks and 2 financial companies out of 60 banks operating in the market, came into force.

In particular, this Memorandum set the following limits on transfers for customers without verified income:

  • for medium and low risk customers:
  • from 01 February 2025 – up to UAH 150 thousand per month;
  • from 01 June 2025 – up to UAH 100 thousand per month;
  • for high-risk customers – up to UAH 50 thousand per month.

Thus, despite the absence of an outright prohibition from the NBU, the restrictions are in effect and will be tightened over time as they are applied by Ukrainian banks themselves.
