Amended Procedure For Approval Of Minimum Export Prices For Certain Types Of Goods

On 17 May 2025, Resolution No. 553 of the Cabinet of Ministers of Ukraine dated 13 May 2025 came into force, amending the Procedure for Approval of Minimum Export Prices for Certain Types of Goods.

According to the updated rules, the minimum allowable export price for a certain goods under a certain delivery condition cannot be lower than the weighted average price of this goods in the previous month multiplied by a coefficient of 0.714.

The weighted average price will be determined as the total cost of a certain type of goods under a certain delivery condition in the relevant month divided by the total volume of a certain type of goods under a certain delivery condition in the relevant month using the following formula:

MEP = RMEP х (100-D) / 100,

MEP – minimum export price for a certain type of goods (USD per 1 kg);

RMEP – reference minimum export price for a certain type of goods for the previous month, (USD per 1 kg);

D – discount percentage.

This determination will be made according to the State Customs Service on the basis of impersonal information on the export of certain types of goods from customs declarations in the form of a single administrative document, taking into account the terms of supply for the previous month.

Exceptions

Exceptions are goods declared on the basis of forward contracts, as well as the following seeds, which are exported outside the customs territory of Ukraine, according to the codes of the Ukrainian Classification of Goods for Foreign Economic Activity (UCGFEA):

  • Wheat and a mixture of wheat and rye (seed spelt) – 1001 91 10 00;
  • Rye (seed) – 1002 10 00 00;
  • Barley (seed) – 1003 10 00 00;
  • Oats (seed) – 1004 10 00 00;
  • Corn (triple hybrids, simple hybrids and others) – 1005 10 13 00, 1005 10 15 00 and 1005 10 18 00;
  • Soybeans, crushed or uncrushed (for sowing) – 1201 10 00 00;
  • Rapeseed or colza seeds with a low content of erucic acid (for sowing) – 1205 10 10 00;
  • Sunflower seeds, crushed or uncrushed (for sowing) – 1206 00 10 00.

In the absence of exports of a particular product in the previous month, the weighted average price will be calculated based on export data for the last 12 months.
