On 19 May 2025, the Order of the Ministry of Communities and Territories Development of Ukraine No. 703 dated 16 April 2025 «On Approval of the Exhaustive List of Issues Regarding Compliance with the Requirements of the Legislation on Road Transport, which is Checked During a Raid Inspection by Officials of the State Service of Ukraine for Transport Safety” came into force.
This order details the procedure for conducting raid inspections, defining an exhaustive list of issues to be checked by officials during a raid.
Using the “e-Inspector” service the system will automatically generate a violation report based on the answers to the questions.
According to Vice Prime Minister, the digital procedure has already been applied to inspections of foreign carriers – the relevant technical equipment has been transferred to the regions, and in the summer of 2025, the initiative is planned to be extended to domestic freight transport.
The list covers all types of transport: regular and irregular passenger transport, taxis, domestic freight transport and international transport of both passengers and goods – both by residents and non-residents of Ukraine.
It is also noted that carriers have the right to record the inspection process using video or photographic equipment without interfering with the inspectors. At the same time, inspectors are required to record the inspection using body cameras.
