On 11 Feb. 2025, the Verkhovna Rada adopted Draft Law No. 12117 as a basis in the first reading, which aims to improve the functioning of industrial parks, in particular to facilitate the construction of new plants in Ukraine.
The Draft Law provides for the following changes
- expansion of the list of activities of an industrial park participant (including the possibility of own electricity generation);
- introduction of the concept of an eco-industrial park as an industrial park included in the Register of Industrial Parks, within which the initiator, management company, participants and other entities of the industrial park carry out activities in the field of industrial symbiosis (cooperation of enterprises for their own cost savings and reduction of resource consumption, maximum use of production opportunities using existing and potential resources);
- regulation of the rules for the location of other facilities within the industrial park than industrial ones (including training centres, catering facilities and other auxiliary infrastructure);
- enabling the management company to take advantage of the state programme of affordable loans “5-7-9”;
- enabling one legal entity to be both the initiator of the industrial park and the management company at the same time;
- clarification of the procedure for including and excluding an industrial park from the Register.
