Approved Requirements For Digital Identity Wallets

On 19 June 2025, Resolution No. 689 of the Cabinet of Ministers dated 11 June 2025, approving the Requirements for the Issuance of Digital Identity Wallets, which establish functional, methodological, technical and technological conditions for the issuance of such wallets in accordance with the electronic identification scheme for providers of such wallets, came into force.

In accordance with the Law of Ukraine “On Electronic Identification and Electronic Trust Services”, a digital identity wallet (hereinafter –the “digital wallet”) is a means of identification (application) that allows the user to provide information about identification data at the request of third parties, perform electronic identification and authentication for the provision of services, and create qualified electronic signatures and/or seals.

Among other things, these Requirements stipulate the following:

  • Digital wallets must be issued in accordance with a high-trust electronic identification scheme;
  • The issuance and use of digital wallets for individuals is free of charge, while for legal entities it is subject to contractual terms;
  • The issuance and use of digital wallets must be voluntary;
  • Digital wallets and their interfaces must comply with EN 301 549 V3.2.1 (2021-03).

In addition, in accordance with the Requirements, digital wallets must, in particular, enable the user to perform the following actions in a convenient and open manner:

  • securely request, receive, select, combine, store, delete, exchange and provide, under the sole control of the user, his/her identification data;
  • use a pseudonym and store it in a secure form locally within the digital wallet;
  • securely authenticate other users using their digital wallets, receive and exchange personal identification data in a secure manner between such digital wallets;
  • access information about all user transactions using the web interface of information panels.

At the same time, the functional capabilities of the aforementioned web interface of digital wallet information panels must provide:

  • view of the current list of third parties with whom the user has interacted, as well as the data exchanged;
  • unimpeded destruction of the user’s personal data by third parties;
  • unimpeded access by the user to the personal data protection authority;
  • creation of a qualified electronic signature or seal;
  • download (if technically possible) of user data and settings;
  • transfer of user data.

On 11 June 2025, the Ministry of Digital Transformation announced that the approval of these Requirements is the next step in integration into a single digital space with the EU.
