New Rules for Inspections of Compliance with the Workplace Quotas

On 02 June 2026, Resolution of the Cabinet of Ministers of Ukraine No. 659 came into force, approving the Procedure for monitoring compliance with the workplace quota for the employment of persons with disabilities and conducting inspections of employers regarding its fulfillment.

The document establishes clear rules, terms, and grounds for conducting scheduled and unscheduled inspections of employers by the State Labor Service of Ukraine.

In particular, the Procedure provides for:

  • conducting scheduled inspections in accordance with annual plans, taking into account the degree of risk, within a period not exceeding 10 business days (5 business days for micro and small enterprises);
  • conducting unscheduled inspections exclusively on the following grounds: an application from the employer themselves, failure to comply with a previously issued order to eliminate violations of legislative requirements, appeals from individuals regarding violations of their rights, and information from the Pension Fund of Ukraine regarding legislative violations;
  • conducting inspections both directly at the employer’s place of business and at the premises of the State Labor Service or its territorial body in cases provided by law.

The Procedure will apply to inspections starting from 01 July 2026.
