The State Labour Service’s Authority Expanded
On 05.10.2022, the Cabinet of Ministers’ Resolution No.1103 dated 30.10.2022 entered into force that imposed amendments to the Regulations on the State Labour Service of Ukraine approved by the Cabinet of Ministers’ Resolution No.96 dated 11.02.2015.
The Resolution provides that the State Labour Service may terminate permits and licenses previously issued for business entities, including pursuant to the Law of Ukraine “On Sanctions”.
According to the statement of the Ministry of Economy, the expansion of authority of the State Labour Service shall strengthen the set of sanction instruments that may be used by Ukraine against enemy states.

The Government Proposes to Termination the Double Taxation Treaty with Belarus
On 04.10.2022, by its Resolution, the Cabinet of Ministers of Ukraine submitted a draft law to the Ukraine’s Parliament proposing to terminate of the Double Taxation Treaty with Belarus dated 20.12.1994.
Cancelation of the Agreement shall facilitate termination of economic and financial relations with the Republic of Belarus as an ally of the aggressor-state waging full-scale war against Ukraine.
According to the statement of the Ministry of Finance of Ukraine, adoption of the mentioned draft law shall contribute to:
- prevention of the replenishment of the Belarus’ budget through the tax benefits Ukraine grants to the residents of the Republic of Belarus doing business in Ukraine. Upon termination of the Treaty 15% general tax rate of (established by the Tax Code) shall be applied to all incomes of the residents of the Republic of Belarus derived out of Ukraine, instead of the Treaty’s preferential rate – 10%;
- prevention of losses to the Budget of Ukraine due to the tax paid by residents of Ukraine in the Republic of Belarus doing business in the Republic of Belarus;
- Ukraine no longer must share information with the Republic of Belarus on tax issues.
Restrictions for Music in Transport
On 07.10.2022, the Law of Ukraine No. 2310-IX entered into force that restricted performance of music and movies in public transport.
Thus, drivers of regular bus routes as well as route taxis shall be prohibited to reproduce music, movie sounds or other sound signals in the cabin, except for information about the trip. The ban shall apply to drivers of city transport, as well as suburban, intercity and international route drivers.
In non-regular routes and taxis, the reproduction of sound to the cabin is carried out only upon agreement of all passengers.
The Law provides that drivers may ask the passengers who turned on the music loudly leave the vehicle.
Disciplinary measures shall be applied to drivers in case of violation of the provisions of the Law. Moreover, transport companies shall be barred from transport tenders for the violations.
Let us please remind: the Law has already prohibited the public reproduction of phonograms, videograms or clips of russian performers.
