Creation of the State Register of Sanctions, Changes in the Dates of Public Holidays

The Law on the Restoration of the Pre-War Taxation System is Expected to be Signed by the President of Ukraine

Let us please remind you that on 30.06.2023, the Verkhovna Rada adopted as a whole the law (draft law No. 8401), that cancels most of the benefits for businesses introduced after the start of a full-scale war in Ukraine.

In particular, the law abolishes the single tax at the rate of 2% and provide for the restoration of the application of fines for violations of tax legislation, including for violations in the field of the use of registrars of settlement operations. On 01.07.2023, the blocking resolution was registered in the Verkhovna Rada, which did not allow the law to be submitted to the Chairman of the Verkhovna Rada for signature. However, at the Parliament session, 13.07.2023, such a resolution did not receive the required number of votes.

Therefore, on 13.07.2023, the law was signed by the Chairman of the Verkhovna Rada and already on 14.07.2023, it was submitted to the President of Ukraine for signature.

Currently, the law is pending on to be signed by the President of Ukraine and, in case of the signing and further official publication of the law, it will enter into force on 01.08.2023.

The Law on the Creation of the State Register of Sanctions was Adopted

On 13.07.2023, the Verkhovna Rada adopted as a whole the law (draft law No. 8392), which, inter alia, provides for the creation of the State Register of Sanctions with the aim of providing free public access to up-to-date and reliable information about all entities subject to personal sanctions, in accordance to the Law of Ukraine “On Sanctions”.

It is planned that the Register will contain the following information:

  • grounds for applying, changing or canceling sanctions;
  • a list of sanctions applied to each person/legal entity;
  • a list of persons/legal entities to whom sanctions have been applied, and information for their identification.

Also, the law partially changes the rules regarding appeals, terms and announcement of decisions in court cases on the imposition/cancellation of sanctions.

Verkhovna Rada Changed the Dates of Public Holidays

On 14.07.2023, the Verkhovna Rada adopted as a whole the law (draft law No. 9431), which provides for changes in the dates of three public holidays.

Thus, the official dates of the following holidays have been changed in Ukraine:

  • 25 December – Christmas (instead of 07 January);
  • 15 July – Day of Ukrainian Statehood (instead of 28 July);
  • 1 October – Ukraine Defender Day (instead of 14 October).
