The Criteria for Defining Enterprises as Important for the National Economy in the Field of Agriculture have been Expanded

On 25.04.2023 Order No. 946 of the Ministry of Agrarian Policy and Food of Ukraine entered into force, expanding the Criteria for determining enterprises, institutions and organizations as important for the national economy in the field of agriculture in a special period (Criteria), approved by Order No. 223 of the Ministry of Agrarian Policy dated 21.02.2023.

From now on, in order to recognize an enterprise as important according to the Criteria, such an enterprise must cultivate agricultural land on an area of at least 500 hectares (instead of 1,000 hectares before) for agricultural activities or have an average number of insured employees of at least 20 people (instead of 50).

In addition, the Criteria were supplemented with new codes for the classification of types of economic activity, according to which an enterprise must conduct its economic activity to be recognized as important for the national economy.

Let us please remind you that the definition of an enterprise as important for the branches of the national economy is one of the criteria for an enterprise to receive the status of “critically important for the functioning of the economy and ensuring the livelihood of the population in a special period”.

Obtaining such a status by an enterprise, in turn, will allow to carry out the procedure for reservation of employees of such an enterprise during martial law in accordance with the Procedure approved by resolution of the Cabinet of Ministers of Ukraine No. 76 of 27.01.2023.

Quarantine due to COVID-19 has been Extended until 30 June 2023

On 25.04.2023, the Cabinet of Ministers of Ukraine adopted a decision extending the state of emergency in the unified state system of civil protection due to COVID-19, as well as the quarantine on the entire territory of Ukraine until 30 June 2023.

It is also noted that the level of vaccination in Ukraine remains insufficient for the formation of collective immunity to COVID-19.

The National Bank Retained the Discount Rate Unchanged – at 25%

According to the statement of the Chairman of the Board of the NBU Andrii Pyshny dated 27.04.2023, the Board of the NBU decided to keep the discount rate at the level of 25% per annum.

As he noted, such a measure will support the effects of previous measures to increase the attractiveness of hryvnia assets, will make it possible to continue to ensure the stability of the foreign exchange market and create the necessary prerequisites for maintaining a stable trend of reducing inflation and easing currency restrictions.
