On 15 February 2026, Law of Ukraine No. 4751-IX “On the Basic Principles of Housing Policy”, developed by the Ministry of Community and Territorial Development of Ukraine, came into force.
The Law aims to update the approaches of state housing policy to a modern system based on the principles of sustainable development, transparency, and social orientation.
The Law provides for the following innovations:
- the introduction of social housing operators – non-profit organizations authorized to manage such housing stock and lease it out;
- introduction of affordable housing operators – legal entities that will build and manage such housing;
- stimulation of investment in the housing sector, in particular through public-private partnership mechanisms.
