Introduction of Electronic Passports for Bus Routes

On 13 July 2026, Order of the Ministry for Communities and Territories Development of Ukraine No. 1473 entered into force, approving the new version of the Procedure for the Organisation of Passenger Transport by Road.

The document abolishes the outdated paper format, brings the market out of the shadows, and significantly simplifies permitting procedures for businesses.

Кey changes

  • the opening of routes at all levels will be carried out exclusively through the Unified Comprehensive Information System based on only four electronic documents (route scheme, timetable, fare, and driver’s schedule);
  • each route will have an electronic passport with a QR code, and route schemes will be based on precise GPS coordinates;
  • all bureaucratic stages, including the approval of documents with the National Police and the relevant Ministry, have been transferred to an online format;
  • carriers will be able to independently initiate the creation of interregional routes.

Deadlines

  • 6 months from the date the Order enters into force – for interregional routes of general use;
  • 12 months – for intercity and suburban routes of general use within an oblast;
  • 24 months – for urban, suburban, and intercity routes within a single territorial community and for regular special transportation.
