On 28 January 2026, the Cabinet of Ministers of Ukraine updated the mechanism for insuring property against military risks by Resolution No. 96. The changes have already come into force and apply to property damaged or destroyed since 01 January 2026.
The key changes focus on expanding the list of property eligible for compensation and simplifying the procedure for businesses to obtain compensation.
The main innovations provided for by the Resolution:
- compensation applies not only to real estate, but also to equipment used in the main activities of enterprises (machine tools, apparatus, instruments, etc.);
- the requirement to provide a property valuation report at the application stage has been abolished; entrepreneurs now indicate the amount of probable damage themselves;
- the compensation limit (up to UAH 10 million for property or up to UAH 1 million for insurance premium compensation) now applies to each legal entity separately, rather than to a group of related parties;
- compensation will be provided not only in cases of direct hits, but also in cases of damage caused by shock waves, falling drones or debris, as well as other forms of indirect impact from weapons.
