Autonomous Trade Measures For Imports From Ukraine Extended

On 08 May 2025, the European Parliament adopted a regulation suspending certain provisions of Regulation (EU) 2015/478 on the common rules of imports dated 15 March 2015 with regard to imports of goods from Ukraine.

The document is a logical continuation of Regulation (EU) 2024/1392 on autonomous trade measures, which expires on 05 June 2025, and aims to ensure continued support for the Ukrainian economy on its path to deeper integration with the EU market.

This regulation suspends the application of Articles 2, 4-7, 9-17, 19-21 of Regulation 2015/478, which, in particular, relate to customs and tariff restrictions, mechanisms for preliminary import surveillance, introduction of temporary safeguard measures, investigation procedures on the impact of imports on EU producers, etc.

The aim of this step is to mitigate the economic consequences of the war and support Ukrainian exports, especially given the loss of industrial capacities, such as metallurgical enterprises, as a result of the hostilities.

At the same time, the European Commission may decide to temporarily suspend the regulation for a period not exceeding 12 months for certain types of goods if their imports increase to a level that could cause serious injury to EU producers.

The regulation will enter into force on 06 June 2025 and will remain in forc
