What war risks are covered by ECA insurance on Diia.Business?

On 02 May 2025, the press office of the Ministry of Digital Transformation announced the integration of the Export Credit Agency’s services into the Diia.Business portal to support Ukrainian business.

Private Joint Stock Company “Export Credit Agency” (hereinafter – the “ECA”) was established by the Cabinet of Ministers of Ukraine. The purpose of its activities is to stimulate large-scale expansion of exports of goods, works and services of Ukrainian origin by insuring financial risks arising in the course of foreign economic activity.

On the portal, entrepreneurs will be able to:

• check whether their products are eligible for support under the UCG FEA code;
• get acquainted with all available ECA services;
• apply for insurance or loans online;
• track the status of the application in the entrepreneur’s personal account.

The following services will now be available through Diia.Business from the ECA:

• Foreign economic agreements (contracts) crediting — the state guarantees banks the repayment of loans, which reduces the cost of loans for exporters and facilitates access to finance.
• Foreign economic agreements (contracts) insurance — protection against the risk that a foreign partner will not pay for goods or services. In the event of non-payment, the ECA compensates for losses.
• Bank guarantee and counter-guarantee insurance — helps Ukrainian companies fulfil international contracts and banks reduce risks.
• Investment loan insurance — provides insurance against military and political risks, even in conditions of high instability.
• Direct investment in Ukraine insurance — protects investors and their investments, even in the event of a full-scale war.

To obtain the relevant services, you need to:

1. Open the section “Послуги ЕКА“ and select the desired service.
2. Fill out the form and wait for feedback.

The services are available to small and medium-sized enterprises that already export products or plan to enter new markets. Ukrainian and foreign investors who are considering investing in Ukrainian companies and need insurance protection will also be able to use the services.
