Authorizations of Recruitment Centres Expanded: From Now On, Summonses May Be Issued Regardless of Person's Registration Address

On 07.04.2023, the Cabinet of Ministers of Ukraine adopted Resolution No. 318 amending the Regulation on Territorial Recruitment and Social Support Centers (the “Recruitment Centres” or “TRC”).

From now on, representatives of TRCs are entitled to send summonses to persons liable to military service regardless of their registration address specified in the military register.

As the Resolution states, the Recruitment Centres carry out measures to alert and recruit citizens (except conscripts and reservists of the Security Service and the Foreign Intelligence Service of Ukraine):

  • for military service by conscription of officers;
  • for military service by conscription of reservists in a special period (enrolled in the military operational reserve);
  • for military service by conscription during mobilization, for a special period (regardless of their registration address specified in the military register).

Let us please remind you that before the changes, the representatives of the TRCs did not have the right to refer a person to a Recruitment Centre in another region (outside of such person’s registration address). That is, issuing summonses to citizens at their place of factual residence may have been considered illegal, since the registration of persons liable to military service had to be conducted exclusively at the registration address specified in the military register.

Also, by this Resolution, military commissariats were released from the assignment of preparing and conducting territorial defense.
