National Development Institution Begins Operations

On 21 January 2026, the Cabinet of Ministers of Ukraine, by Order No. 53-р, authorised the Ministry of Finance to manage the corporate rights belonging to the state in the authorised capital of the National Development Institution (NDI).

The NDI will operate as a financial institution with special legal status based on the model of a so-called “second-tier institution” and will not be profit-oriented.

Its activities will be aimed, in particular, at ensuring access to financial resources for priority sectors of the economy identified by the government through cooperation with Ukrainian banks, as well as managing lending programmes for frontline regions, internally displaced persons, and high-risk projects for the recovery and development of Ukraine’s economy.
