Medical reform adopted

The Parliament of Ukraine adopted the Law “On State Financial Guarantees for the Provision of Medical Services and Medicines”.

The adopted Law differs significantly from the wording of the Law adopted in the first reading:

1) the joint payment for medical care by the state and its citizens has been canceled – all services are paid by the state;

2) the minimum amount of funds allocated to the state program of medical guarantees is set at 5% of GDP, which is a protected article of the state budget;

3) the state pays not only for the primary, emergency, palliative, but also for second-level assistance, specialized assistance and assistance to children under 16, childbirth;

4) privileges in the sphere of health care (for war veterans, Chernobyl victims, servicemen and other categories, currently defined by law) have been preserved;

5) the coefficient of the correction of payment for healthcare workers has been increased – at least 250% of the average salary for July, preceding the year of calculation;

6) payment for the services rendered goes directly to medical institutions.
