Restriction of Access to Information on Defence Industry Enterprises

 On 03 October 2025, the Cabinet of Ministers of Ukraine adopted Resolution No. 1257 “On Approving the Procedure for Temporary Restriction of Access to Information Regarding Enterprises, Institutions, and Organizations in the Defence Industry Sector.”

The resolution provides for the temporary restriction of access to information about defence enterprises in public registers, including their location, production capacities, and other sensitive data. The resolution was adopted at the request of Ukrainian manufacturers, including companies producing drones, who insisted on strengthening the security of their facilities.

During martial law, enterprises identified as “critically important” for the economy and the needs of the Armed Forces of Ukraine may submit a written request to the Ministry of Defence to temporarily restrict access to information about themselves in public electronic registers or on official information resources, including mobile applications. The application of restrictions is initiated at the enterprise’s request.

Where restrictions apply

The restrictions apply to all state information systems that may contain data on defence companies, such as the Unified State Register, real estate rights registers, cadastral resources, intellectual property registers, and other public databases. The specific list of registers to be restricted is determined by the enterprise in its request.

Requests must be submitted electronically and comply with the requirements of Resolution No. 1257 dated 03 October 2025. Enterprises that have lost their critically important status are required to notify the Ministry of Defenсe within five working days after the relevant decision is adopted. If there is no longer a need to restrict access to information, the company may submit an official electronic letter with a qualified electronic signature to the Ministry of Defenсe to lift the restrictions.

The changes aim to enhance the security of defence enterprises, establish clear procedures for controlling access to critical information, and ensure stable and predictable conditions for the functioning of the defence industry.
