Permits For Outdoor Advertising

On 18 March 2025, Resolution of the Cabinet of Ministers of Ukraine No. 288 dated 14 March 2025 came into force, amending Resolution of the Cabinet of Ministers of Ukraine No. 314 dated 18 March 2022 “Certain Issues of Ensuring the Conduct of Economic Activity under Martial Law”.

The amendments, inter alia, provide for a new validity period for declarations on conducting business activities submitted by business entities to licensing authorities, permitting authorities, and public service (electronic public services) providers, as well as for existing permits. These documents will be valid until the end of the calendar year in which the martial law is terminated or cancelled, but not less than three months from the date of its termination or cancellation.

The Resolution also amended the List of Business Activities that Cannot Be Carried Out on the Basis of a Declaration Under Martial Law, which now includes outdoor advertising.

Thus, business entities shall obtain a permit from the executive bodies of village, town or city councils to carry out this type of economic activity in settlements, and a permit from regional state administrations to do it outside settlements, by the procedure established by these bodies and on the basis of the Model Rules for the Placement of Outdoor Advertising.

At the same time, the declarations on conducting business activities related to outdoor advertising submitted by business entities before the date of entry into force of this Resolution will remain valid for 3 months from that date. To continue such activities, business entities must obtain the relevant permits within the abovementioned period.
