Draft Law on Reducing the Impact of Plastic Products on the Environment

On 10 June 2026, the Ministry of Economy, Environment, and Agriculture of Ukraine published the Draft Law of Ukraine “On Reducing the Impact of Plastic Products on the Environment,” which provides for the introduction of new requirements for the labelling and circulation of plastic products.

The document is aimed at fulfilling Ukraine’s European integration obligations and is focused on the gradual phase-out of plastic products that have reusable alternatives.

In particular, the following key changes are envisaged:

  • a complete ban on the production and circulation of plastic cutlery, expanded polystyrene food containers, etc.;
  • implementation of a deposit-return system for bottles for beverage producers;
  • establishing an obligation for public catering establishments to offer customers reusable tableware instead of single-use plastic;
  • introduction of mandatory labelling for certain types of plastic products regarding the presence of plastic in the product, its impact on the environment, and disposal rules.

At the same time, the Draft Law provides for state financial support measures for producers who modernise their production facilities in accordance with the new environmental standards.
