Testing of the electronic consignment note system

On 03 November 2025, the acceptance of applications from companies operating electronic document interchange (EDI) systems to participate in testing the electronic consignment note (e-TTN) system began, according to the press service of the Ministry of Community and Territorial Development of Ukraine.

Testing is necessary for the full connection of EDI operators to the system, which will allow them to provide businesses with services for the creation and use of electronic consignment notes.

The procedure for EDI operators is defined by the Procedure for the Functioning of the e-TTN System.

For quick connection to the System testing, a checklist has been developed for operators, containing industry and technical requirements that an EDI operator must meet in order to work in the e-TTN System.

The implementation of e-TTN will be carried out in several stages:

  • By December 2025, the first electronic TTNs are expected to be registered in the system. Businesses will be able to fully generate and use e-waybills through connected EDI operators. Inspectors of the State Transport Safety Service will begin verifying electronic consignment notes without requiring paper copies, as electronic documents will have the same legal force as paper ones;
  • By May 2026, it is planned to complete the main modernization of the system and introduce the possibility of using TTN adjustment acts;
  • By the end of 2026, work on special e-TTN forms is expected to be completed and the mandatory use of the system will be regulated at the legislative level, including the definition of a transition period for businesses.

The Ministry emphasises that the introduction of the e-TTN system will help simplify document management, reduce business costs, speed up settlements between parties, and increase the transparency of transportation at the state level.
