On 04 March 2025, the press service of the Ministry of Digital Transformation of Ukraine announced that on 01 March 2025, the beta testing of the e-Excise electronic system was launched, which will allow tracking each unit of tobacco and alcohol products from production or import to sale to the end consumer by replacing paper excise stamps with electronic ones with unique codes.
E-Excise is an electronic system for tracing the circulation of alcoholic beverages, tobacco products and liquids used in e-cigarettes.
Thus, starting from 01 March 2025, testing of the following e-Excise functions will begin:
- registration of companies and users in the system;
- access management of representatives of economic operators;
- ordering unique identifiers for domestic products and entering information on imported products from the EU;
- integration with state registers.
The Ministry of Digital Transformation, together with the State Tax Service and the Ministry of Finance, invites economic operators of the market of alcoholic beverages, tobacco products and liquids used in electronic cigarettes to join the testing of this system.
In order to participate in the testing, a business entity must:
- download the application for joining the testing by the link,
- fill in all the necessary data in the application, save the completed application in PDF format and sign it by the official QES of the head of
- the legal entity or individual entrepreneur,
- send the signed application to the email address inbox@excise.gov.ua with the subject line ”еАкциз”.
After the verification, the business entity will receive a confirmation letter and will be able to start the registration process in the system.
