Strengthening of Sanction Pressure on russia: 11th Package of Sanctions adopted

On June 23, 2023, the European Council adopted the 11th package of economic and personal restrictions to enhance pressure on the russian federation.

The main objective of the new sanctions package is to implement a mechanism to counter the circumvention of already imposed sanctions through third countries.

Thus, 11th package of sunctions:

  1. provides the possibility of applying «secondary» sanctions to third countries concerning goods and technologies imported by them for circumventing sanctions by russia;
  2. expands the list of prohibited goods and technologies for transit via russian territory;
  3. prohibits the sale, licensing, and transfer of intellectual property that can be used for the production of sanctioned goods outside the EU and their subsequent use by russia;
  4. prohibits the use of trailers and semi-trailers registered in russia for transporting goods to EU countries;
  5. expands the measures against manipulations in maritime transportation, including the possibility of denying access to EU ports and gateways for vessels performing ship-to-ship transfers suspected of sanctions violations;
  6. prohibits the import of russian oil through the northern branch of the “Druzhba” oil pipeline to Germany and Poland, while the possibility of using this pipeline for transit of oil from third countries is maintained.

Additionally, personal sanctions have been imposed on numerous individuals and legal entities, including enterprises from the russian military-industrial complex, Iranian drone manufacturers, and judges involved in repressions against Crimean Tatars.
