Changes to the Booking Procedure of Defence Industry Employees: What is Provided?

On 16.01.2024, the Cabinet of Ministers of Ukraine adopted Resolution No. 47 dated 16.01.2024 on changes to the procedure for booking defence industry employees.

From now on, all employees of enterprises, institutions and organizations recognized as critical in the defence industry are booked:

  • regardless of military rank, age, or military specialty;
  • with no restrictions on the number of employees to be booked.

Parliament Supported Launch of Electronic Register of Persons Liable for Military Service

On 16.01.2024, the Verkhovna Rada adopted in the second reading the Draft Law No. 10062 of 18.09.2023 on the automatic acquisition of the status of combatant and the launch of a unified electronic register of persons liable for military service.

From now on, it will be possible to obtain the status of a combatant, as well as the status of a person with a disability as a result of war and a family member of the deceased Defenders of Ukraine, by submitting a relevant application in electronic form in accordance with the Law “On Peculiarities of Providing Public (Electronic Public) Services”, and, in particular, by means of the Unified State Web Portal of Electronic Services and/or the Unified State Register of War Veterans.

Moreover, the decision on granting the status of combatant during martial law will be made on the basis of a certificate of direct participation of a person in measures necessary to ensure the defence of Ukraine in connection with the military aggression of the Russian Federation against Ukraine, issued in electronic form.

The adopted Law also stipulates that the Unified State Register of Conscripts, Persons Liable for Military Service and Reservists is an electronic information and communication system created to ensure military registration of Ukrainian citizens, where each person liable for military service will have his or her own electronic cabinet, which will store all his or her personal data including phone numbers and email addresses.

The Law is now expected to be submitted to the President of Ukraine for signature.

Ukraine and the UK Sign a Security Agreement

On 12.01.2024, the leaders of the two countries signed a UK-Ukraine Agreement on Security Co-operation, which will remain in force until Ukraine joins NATO.

This Agreement is the first one with the aim to implement the agreements agreed upon during the NATO Summit in Vilnius.
The guarantees enshrined in this Agreement will be valid for ten years from the date of its signing, with the possibility of extension. If Ukraine joins NATO, it will be incorporated into the NATO system.

The Agreement provides for comprehensive cooperation and support from the UK in all areas of security: defence and military cooperation, naval development, critical infrastructure support, as well as cooperation in cyber security and information security.

Customs Code is Proposed to be Amended to Implement the Provisions of EU Legislation

On 16.01.2024, the Cabinet of Ministers registered in the Verkhovna Rada the Draft Law No. 10411 “On Amendments to the Customs Code of Ukraine regarding the Implementation of Certain Provisions of the Customs Code of the European Union”.

The Draft Law is intended to implement the provisions of European customs legislation into Ukrainian law system.

In particular, the following is proposed:

  • bringing the terminology of the Customs Code of Ukraine in line with the European one;
  • introduction of the concept of customs representation;
  • improving the criteria for granting authorization to obtain customs simplifications.
