Summonses can be Issued Regardless of Person's Place of Registration

The Powers of Military Commissariats have been Expanded: from now on, Summonses can be Issued Regardless of Person’s Place of Registration.  On 07.04.2023, the Cabinet of Ministers of Ukraine adopted Resolution No. 318 amending the Regulation on Territorial Recruitment and Social Support Centers.

From now on, representatives of territorial recruitment centers (military commissariats) can send summonses to conscripts regardless of their place of residence in the military register.

As stated in the Resolution, military commissariats carry out measures to alert and recruit citizens (except conscripts and reservists of the SSU and the Foreign Intelligence Service of Ukraine):

  • for military service by conscription of officers;
  • for military service by conscription of reservists in a special period (enrolled in the military operational reserve);
  • for military service by conscription during mobilization, for a special period (regardless of their place of residence in the military register).

Let us please remind you that before the changes, the representatives of the military commissariats did not have the right to refer a conscript to a military commissariat in another region. That is, issuing summonses to citizens at their place of factual residence was considered illegal, since the registration of conscripts had to be carried out exclusively at the place of residence in the military register.

Also, by this Resolution, military commissariats are released from the task of preparing and conducting territorial defense.
