On 8 September 2025, the Cabinet of Ministers of Ukraine approved amendments to the Procedure for reserving persons subject to military service at the request of the Ministry of Economy. They provide new opportunities for preserving the human resources of enterprises operating in combat zones and in the defence-industrial complex.
Main changes:
- All employees subject to military service at critical enterprises that are registered and operate in territories where state electronic information resources function are subject to reservation. Such territories are included in the List of territories where hostilities are (were) conducted or which are under temporary occupation by the Russian Federation. The list is approved by the Ministry of Development.
- Due to the liquidation of the Ministry of Strategic Industries, the functions of determining the criticality of enterprises in the defence-industrial complex and organising the reservation of their employees have been assigned to the Ministry of Defence.
The changes introduced will ensure the continued operation of enterprises in frontline territories and the stable functioning of defence industry enterprises, as well as the preservation of jobs necessary to maintain the defence capability and life support of the regions.
The reservation procedure remains unchanged:
- the enterprise must be recognised as critical on the recommendation of the authorised body;
- applications and notifications shall be submitted exclusively in electronic form via the Diia portal;
- The company independently compiles and submits lists for reservations.
