Single window: customs procedures for business are simplified

A business will be able to reduce the time spent on clearance of goods through a one-time presentation of a unified set of information through a “single window” at customs.

The relevant Law “On Amendments to the Customs Code of Ukraine and some other laws of Ukraine regarding the introduction of a “single window” mechanism and streamlining the implementation of control procedures for the movement of goods across the customs border of Ukraine” (draft No. 7010) was adopted at the morning meeting of the Verkhovna Rada on September 6 and signed by the president.

The law improves the conditions for conducting foreign economic activity, reduces the time for export-import operations and improves the investment attractiveness of Ukraine.

Changes are made to the Customs Code regarding the definition of the term “single window mechanism” and the settlement of the procedure for its implementation. For interaction between the declarant and the customs authorities it is proposed to use the single state information web portal “Single Window for International Trade”.

In addition, the project provides the elimination of unreasonable barriers to the export of Ukrainian goods, as well as provide a reduction in the number of border control authorities at the expense of:

(a) the imposition of duties on customs officials on the verification of permits, which are currently being inspected by State Environmental Inspectorate officials;

(b) placing on the officials of the State Border Service duties to verify the level of radioactive contamination of vehicles and goods imported into the customs territory of Ukraine, which are currently carried out by the State Environmental Inspectorate;

(c) the abolition of the sanitary-epidemiological control of goods transported across the customs border, which today is reduced to obtaining a “conclusion”. At the same time, sanitary and epidemiological supervision is carried out in the customs territory after customs clearance of goods imported into the customs territory of Ukraine.
