A “Smart” Custom to be created in Ukraine

The SFS presented the concept of “Smart” Custom, which combines all the innovative processes that are already functioning at customs and is still planned to be introduced.
Smart Customs will use an intellectual risk system, a single portal for the provision of permits (31 permits), electronic declaration, control all supply chains, post-customs control and post-audit.
Customs will be able to exchange preliminary information with airlines, marine liner agents, Ukrzaliznytsa, State Border Service, NCTS – TIRepd.
Video surveillance and video surveillance, license plate reading, weight control and the use of scanning systems will be used.
An important innovation will be the use of an electronic ticket at checkpoints across the state border.
Information about the number and date of the operation, the number of the vehicle is entered into the ticket.
This information will be checked by the administration of the State Border Service, which will read the input data from the E-ticket into its own information system, carry out risk analysis, enter the minimum required data for the SFSU, put a “checked” mark and transfer it to the SFS for verification.
The SFS will read the data into its own information system, enter the data necessary for carrying out customs control, carry out a risk analysis and put a “checked” mark on it. On this pass, the vehicle leaves the checkpoint.
This procedure will speed up customs procedures when crossing the customs border.
The declaration of goods on the “Smart” customs will be carried out on the principle of “Single Window”. The procedure of automated release of goods into the customs regime based on the results of applying the risk analysis system is also being introduced.

There are three channels for the release of goods for customs declarations:

  • (a) “green channel” – automated release of goods by TD without additional verification of documents and customs clearance,
  • (b) “yellow channel” – the release of goods on TD will be carried out after the documentary control,
  • (c) the “red channel” (the riskiest operations) – after the implementation of documentary control and customs inspection.
