The concept of reforming the procurement of medicines and medical devices, aids, and other medical supplies was adopted at a meeting of the Cabinet on September 26.
It stipulates the creation of an effective mechanism for providing medicines when the patient receives quality treatment in the most convenient way. For each drug and medical product, which is now in the list of centralized procurement, the most optimal way of delivery to the patient is selected:
(a) through reimbursement programs,
(b) the inclusion in the cost of medical services or
(c) procurement by the Central Procurement Agency.
The concept will be implemented during 2018 – 2021. Roadmap of drug purchases must be approved before the end of 2018. In the same time, the Central Procurement Agency will be created. The CPA will carry out pilot purchases for the Global Fund in 2018.
Subsequently, the Central Procurement Agency will be engaged in the purchase of drugs for strategic programs at the state budget (vaccines, infectious diseases), as well as patented expensive drugs. In addition, the Agency will work with the market to reduce prices, combine local purchases, conduct framework purchases, create and maintain electronic catalogs, as well as increase the level of professionalism in the procurement of medicines and medical devices.
The schedule for the implementation of the public procurement reform of medicines is integrated into the general plan for the implementation of medical reform.
It is also planned to introduce an electronic catalog of medicines and medical devices, which will look like an online store in the ProZorro system.
