Primary Health Care: a new stage of the medical reform

In Ukraine, new requirements for the organization and provision of primary health care (PMP) are introduced.

The corresponding order of the Ministry of Health of March 19, 2018 “On Approval of the Procedure for Providing Primary Health Care” came into force on July 1, 2018.

So, from July 1, family doctors, therapists and pediatricians should start working according to new rules. The above procedure determines a clear list of services that they must provide, and the state will pay for these services in accordance with the established tariff and the correction factor.

Doctors will monitor the health of patients, carry out diagnostics and treat the most common diseases, injuries, poisonings, pathological, physiological (during pregnancy) conditions. Also, doctors will observe patients with chronic diseases and conditions.

If necessary, the doctor will give a referral to a specialist secondary or tertiary care – loru, endocrinologist, surgeon, etc. – will consult with them regarding treatment.

In addition, the doctor will provide emergency care for an acute physical or mental health disorder, unless emergency, specialized or highly specialized medical care is required.

According to the Ministry of Health, 149 public health institutions have already concluded agreements with the National Health Service of Ukraine (NZUZ) and since July they have received funds under the new program. The remaining medical institutions that have not concluded contracts with NSMC will continue to receive funding under the mechanism of medical subvention.

Recall, the basic tariff for patient care in 2018 is set at 370 UAH per person per year.

These tariffs are approved by the Resolution of the Cabinet of Ministers of April 25, 2018 No. 407.

The Ministry of Health draws attention to the fact that Ukrainians will be able to continue to receive medical care in any healthcare institution, regardless of whether they signed the declaration with the doctor and regardless of whether the medical institution has entered into an agreement with the NSMC or is just preparing to do so.
